Common Victorian questions

Yes. Under the Victorian Building Act 1993 and Building Regulations 2018, every pool or spa owner must have their barrier inspected and certified, and lodge Form 23 with their council. Re-certification is required every four years. Failing to comply can result in fines starting at $1,650.

Pool barriers in Victoria are assessed against AS1926.1 (the Australian Standard for swimming pool safety). The exact version that applies depends on when your pool was built or last permitted — we'll work that out as part of the inspection and tell you which standard applies to your property.

That's normal — most pools we inspect don't pass first time. We give you a plain-language fix-list with exactly what's required and why. Many small issues we can resolve through our gate service. For bigger jobs, we point you to trusted repairers we've worked with for years. Once the work is done, we re-inspect and certify — no extra charge for the re-inspection report.

Most jobs are done in a single visit. If your barrier is compliant, you'll have your report on the same day and we'll lodge Form 23 with council within 1–2 business days. If something needs fixing, the average turnaround is 5–10 days from initial inspection to lodgement.

The earlier the better. Ideally, get your inspection done before contracts go out so any issues can be resolved before settlement. If you're already under contract and the deadline is tight, call us — we regularly turn around inspections inside 48 hours for sale-stress jobs.

Landlord obligations are unchanged — the certificate must be current and lodged. We work directly with your property manager if you'd prefer, and provide reports in a format they can use straight away with the agency's records.

We focus on residential and small private/strata pools. For commercial or public aquatic facilities (gyms, schools, hotels with public access), the regulatory regime is different and we'll refer you to a colleague who specialises in that work.
